A small Holy Spirit chapel at the then Lend and later hospital gate is documented for the year 1390.
The citizens' hospital, after which the church is named, originated from an initiative set in the mid-15th century by the Augustinian hermit prior Johannes Spieß. To meet the increasing demand for space, the hospital complex was expanded and rebuilt at the beginning of the 16th century. As part of this, the present hospital church was also created under master builder Jörg Steyrer, which was consecrated in 1506.
The exterior appearance has not undergone any significant changes over time. However, the interior was baroque in the early 18th century. The artists involved are not known. The frescoes on the vault, however, probably come from Thomas Gwercher. Since the beginning of the second half of the 20th century, the baroque high altar has featured a painting of Saint Notburga created by Ludwig Neuhauser, which is a copy of a work by Josef Liebmann made for the Church of St. Jacob in Innsbruck.
